Pueblo West High School Speech and Debate
Congress
In Congress students are divided into the House of Representatives and the Senate. In each house, the students elect a presiding officer and clerk. Parliamentary procedures are followed. Prior to Congress tournaments, students receive bills that will be discussed and voted on at the Congress. Students research the bills so that they are ready to give an affirmative or negative speech that is no more than 3 minutes long. Students receive points based on the quality of their speeches.
Congress tournaments are held during the week or on Friday nights from 4pm-7pm. All the tournament rules also apply to Congress.
